Kadr
Privacy policy
Last updated: 6 November 2026
Kadr is a free video and photo editor for Windows by PegasoHlib. This policy explains what Kadr does with data. In short: your videos, photos and projects stay on your computer, and nothing is sent to the developer.
At a glance
- Your videos, photos, projects and exports stay on your computer, and background removal and AI enhancement run on it too. Kadr does not upload them.
- No account, no ads, no analytics. The developer never receives any data. “AI on the graphics card” is on by default, and Microsoft DirectML may then send diagnostic data to Microsoft under your Windows settings.
- Kadr checks for updates when it starts and every 6 hours. This check has no switch; only the automatic download can be turned off. AI models are downloaded once from GitHub.
- Auto-subtitles are optional: only when you start them, the clip’s audio goes to ElevenLabs with your own API key.
- Settings, recent project paths and the encrypted ElevenLabs key are in the Windows registry. The autosave, cache, thumbnails, models and the last downloaded installer are in
%LOCALAPPDATA%\Kadr. - Uninstalling does not remove the registry key or that folder. The section on removing Kadr says how to delete them.
What data, where it lives, who sees it
| Data | Where it is kept | Who can see it |
|---|---|---|
| Your videos, photos, music, projects and exported files | On your computer, where you keep them | Only you |
| Photos you remove the background from or enhance, and video frames upscaled to 4K | Processed on your computer by the AI models; never uploaded | Only you |
| Settings, the list of recent projects and folders you used, window position | In the Windows registry, HKCU\; stays after uninstall | Only you |
| Your ElevenLabs API key, if you enter it | In the same registry key, encrypted with Windows (DPAPI) for your Windows user on this PC; stays after uninstall | Only you; it is sent only to ElevenLabs, with your request |
| Autosave of the open video project, frame thumbnails, waveforms, project preview pictures, AI models, the last downloaded update | In %LOCALAPPDATA%\; stays after uninstall | Only you |
| Update check and download | The installer is kept in %LOCALAPPDATA%\; a small file is read from pegasohlib. | GitHub sees your IP address, as any website does |
| The AI models: background removal (BiRefNet, about 115 MB) and enhancement (Real-ESRGAN, 2–5 MB each) | Each is downloaded once from GitHub when first used and kept on your PC | GitHub sees your IP address, as with updates |
| Diagnostic data of Microsoft DirectML, while “AI on the graphics card” is on (the default) | Sent by DirectML according to your Windows diagnostic data settings | Microsoft, under its own terms |
| Audio of a clip for auto-subtitles, only if you start them | Sent to ElevenLabs with your API key | ElevenLabs, under its own privacy policy |
Your videos, photos and projects
Kadr opens the videos, photos and music you add to a project, and the photos you open in the photo editor, and works with them right on your computer. Projects (.kadr, .kadrimg), exported MP4, GIF and MP3 files and pictures are saved where you choose. A project file contains the paths of your media files, and a photo project contains the layers. Kadr does not upload them, copy them anywhere else or send them to the developer. While exporting, it uses temporary files in the Windows temp folder and deletes them afterwards.
What Kadr keeps on your PC
- In the Windows registry, under
HKCU\Software\PegasoHlib\Kadr: settings (theme, text size, language, automatic download of updates, AI on the graphics card), the paths of up to 20 recent projects, the last folders you used, the window position and, if you enter one, your ElevenLabs API key, encrypted with Windows DPAPI so that only your Windows user on this PC can decrypt it; - in
%LOCALAPPDATA%\Kadr: the autosave of the open video project (for recovery after a crash; photo projects are not autosaved), a cache of frame thumbnails and audio waveforms, small preview pictures of your recent projects, the AI models once downloaded, and the last downloaded installer.
Older versions of the app used the folder %LOCALAPPDATA%\PegasoCut; Kadr moves it to the new place by itself.
The installer installs Kadr for your Windows user only, needs no administrator rights and writes only to your own user area. If you tick the option, it also registers .kadr and .kadrimg files for your user. Kadr declares no special permissions and has no device identifier: nothing in its file names is derived from your PC.
Internet: updates
Kadr reads a small file, pegasohlib.github.io/kadr/update.json, 30 seconds after it starts and then every 6 hours while it runs. This check cannot be turned off. The setting “Install updates automatically” controls only the download: when it is on (the default) and a newer version exists, the installer is downloaded from GitHub (github.com) in the background and installed when you close Kadr. Before installing, Kadr checks it against a digital signature, so a forged update is not installed.
These requests carry no personal data. Like any website, GitHub, as the host, receives your IP address and the standard request data, and the GitHub Privacy Statement applies.
GitHub also counts how many times each file has been downloaded. It is only a number, with nothing about who downloaded it; the website shows it as an approximate number of downloads.
Background removal and quality enhancement
Background removal runs right on your computer, with the BiRefNet AI model (MIT license). The model file, about 115 MB, is downloaded once from GitHub; as with updates, GitHub receives your IP address and the standard request data. Your photos are never sent anywhere: not to GitHub, not to the developer and not to anyone else.
Quality enhancement (×2 or ×4 in the photo editor, and AI upscaling when you export a video in 4K) also runs right on your computer, with Real-ESRGAN AI models (BSD-3 license). Each model file, 2–5 MB, is downloaded once from GitHub the first time you use it, in the same way. Your photos, videos and their frames stay on your computer. Kadr turns off the telemetry of ONNX Runtime, the engine that runs these models.
AI on the graphics card: Microsoft DirectML
The setting “AI on the graphics card” is on by default. Then background removal and AI upscaling run on your graphics card through Microsoft DirectML, a component made by Microsoft, which is not open source. Your photos and videos are still processed only on your computer.
Under Microsoft’s license terms, DirectML may collect diagnostic data and send it to Microsoft according to your Windows diagnostic data settings; the Microsoft Privacy Statement applies. If you don’t want this, turn off GPU use in Kadr’s Settings → AI, and AI then runs only on the processor.
Auto-subtitles through ElevenLabs
Auto-subtitles are optional and work only with your own ElevenLabs API key. Only when you start them, the audio of the chosen clip (converted to mono, 16 kHz MP3) is sent to ElevenLabs, which turns speech into text and sends the subtitles back. This is done with your key, under your ElevenLabs account, and the ElevenLabs Privacy Policy applies. The developer receives nothing. Without a key, or if you never start auto-subtitles, nothing is sent to ElevenLabs. Importing and exporting .srt files works offline.
What Kadr does not do
- no accounts and no servers of its own;
- no analytics, no ads, no tracking and no telemetry of its own;
- no uploading of your videos, photos, projects or exports;
- no selling or sharing of any data.
Removing Kadr and its data
Uninstall Kadr in Windows Settings → Apps. The uninstaller removes the program and the file associations, but it does not remove the registry key HKCU\Software\PegasoHlib\Kadr (settings, recent project paths and the encrypted ElevenLabs key) or the folder %LOCALAPPDATA%\Kadr (autosave, cache, previews, models, the last installer).
To remove them too, delete that folder, and delete the registry key in the Registry Editor (regedit). If you only wish to forget the ElevenLabs key, you can also clear it in Kadr’s Settings. Your own videos, photos, projects and exported files stay where you saved them until you delete them.
Changes to this policy
If the app starts doing something new with data, this page will be updated first, with a new date at the top.
